The stock market was soaring on Wednesday after Federal Reserve Chairman Jerome Powell signaled the Fed is likely to cut interest rates late this month for the first time in a decade. Powell is laying out his concerns before the Financial Services Committee.
As for trade talks with China, the Chinese Foreign Ministry is confirming top trade envoys of China and the U.S. spoke by phone on implementing plans to restart trade negotiations. It's the first contact since President Trump and Chinese leader Xi Jingping agreed to return to talks after they met at the G-20 summit in Japan at the end of last month. A Ministry spokesman gave no details beyond saying the two sides had "exchanged views".
